Antique looking silver bracelet & matching necklace

I found this bracelete rooting through my late grandmothers jewelry. I would love to know more about it. I have no idea how old it is, what it is made out if (both the backing, and the painted squares that are set in the front), and even though I will be keeping it, is it worth anything?, who is the maker? (there are no markings to go from). Or just any information that is known about it would be appreciated. Also, if it is an antique, how do I safely clean it? It is pretty dirty. There is also a heart necklace that matches it.
