Hi Lisa - thanks for writing in. We know of the USA manufacturing jeweler & Watch Importers - Joseph H. DESCHAMPS , Philadelphia, PA, USA - ca 1889 - 1914

The maker's mark is a standing winged cherub. Your date however is a few years out - so not sure...
