Lucky Brooch - Mourning Brooch?

Thank you both- I will continue trying to find the maker of this... Hoping to eventually know where it came from to have such a diverse/ jumbled look to it.

Someone suggested to me that it was a mourning brooch? Thinks that the 2 center spots were for locks of hair- perhaps a set of twins lost?

Would like to think it's a happy/ lucky brooch instead!

I think the piece is older than 30's, pin may have been replaced over the years. Seed pearls and clover leaf I believe could be late Victorian?
