Hi Joyce thanks for writing in. This antique bracelet is a beautiful example of Victorian jewelry!

This style antique bracelet with blue enamel was popular in the 1860-70s. The star burst design that you mention was another popular Victorian design. The center stone may be a small diamond. The embellishments that you say are like "beads" could be small pearls, perhaps freshwater pearls.

It is quite likely the bracelet is gold, perhaps 9 carat or higher.
Examine the bracelet, in good light with a magnifying glass for jewelry marks, that might be hidden in the most obscure places, and also check all over the clasp.

Your local jewelry can test for gold content. I would consider having the item appraised by antique jewelry experts.
