Identifying vintage necklace and matching clip earrings TACHIKAWA A.F.B. Japan

My Dad bought this unsigned necklace and earrings at the Base Exchange, Tachikawa A.F.B., Japan in the late 1950s. The only writing is pat. pend. on back of earrings. Do you have any idea who could have made this? There is no identifying marks or names on the necklace. I appreciate your help. Thanks!
