Hi Barbara thank you for writing in. From the horizontal bar, from which the two chains fall, attached are what looks to be two candles peeping up within the two frames, which are most likely intended to represent a candle in a window frame.
So I'm leaning towards a vintage christmas candle pin. Vintage christmas jewelry is Very collectible. In the late 1940s jewelry manufacturers started designing Christmas-themed costume jewelry. Costume jewelry designers could relax from fine jewelry styles and finally have some fun and frivolity, because much of the jewelry was inexpensive.
