VOTS & NY Naval Shipyards

I got to thinking about this post and this VOTS pin. I'm just wondering do you think it could have been some kind of service badge or medallion for employees who worked in the NY shipyard's "Vacation and OverTime Scheduling" office, where they would schedule, allocate and control vacations, days off sick an employee has taken?

For anyone not from the United States and who doesn't know about the New York Shipyard....

The United States Navy Yard, New York - better known as the Brooklyn Navy Yard or the New York Naval Shipyard (NYNSY) -- is an American shipyard located in Brooklyn, 1.7 miles (2.7 km) northeast of the Battery on the East River in Wallabout Basin, a semicircular bend of the River across from Corlear's Hook in Manhattan. It is bounded by Navy Street, Flushing and Kent Avenues. At the height of its production of U.S. Navy warships, it covered an area of over 200 acres (0.81 km2). That's one big boat yard!
