What is this pink cameo?

The back is pale pink. The front is palest pink on the uncarved area and milky white in the carved area. She appears to have an anchor over her shoulder. I can find no markings. It appears to be some sort of shell. The gold beveling around the image raised a bit more on one side shoulder area. That also seems to be where the carving back slopes, leading me to believe it was necessary to keep the image in the frame.

She has a five petaled flower in her hair.
