While many of these 2-figure (jugate) cameos feature a generic Trojan War type of man & a nearly featureless woman behind him, I agree that this feels more like Mars/Ares. Another possibility for the female figure is Venus/Aphrodite, his lover. Her youth & beauty, as well as the posture of the head, are consistent with depictions of Venus alone.

The male figure is Ares (Mars) god of war. We would therefore assume that the female is Irene (PAX) goddess of peace.
