Who made this, and when, and what style is it?

Thanks for the help. I inherited this brooch and was wondering about it. I have several books (and the internet) but couldnt find anything. I'd specifically like to know it's country of origin, what "style" it is, and all that good stuff.

On the back is a hallmark. It is simply a circle with five pointed star, or what looks like a sheriffs emblem.

Can you please help me?
