Not Van Cleef and Arpel?

I don't think this is Van Cleef and Arpel, but can't find another jeweler that would mark it VA and would copyright the piece. Any Ideas? It is not going to be sold, we will continue to pass it down in the family, but would like to know what it is. Thanks for your help.
