Can you help me identify this mark? Left facing head

I've searched & searched for this mark. It looks somewhat like a left facing person's head in a square. I thought it might be Austro-Hungarian or Russian, but ruled those out. The pin is marked 14K. It is circular dome pin, enameled with colorful flowers and with a simple "C" clasp and an interesting locking mechanism. I believe it circa dates to the late 1800s to early 1900s.
