The Anchor represents the Birmingham Assay Office where the ring was tested. B60:represents the specific workshop, or retailer or could represent designer who submitted the piece to the assay office for testing. The number 4 would represent the size of the ring.
O represents the date letter & the year depends on the font style of the letter and the shield shape the letter is in. The Birmingham Date Letters Guide which is available online for cross reference should provide this information.
