I have come across one of these bars for sale. It has the exact same markings (999.9 FINE SF MINT 24 OZ US 3) with a circled FR on the right side. There is so much fake crap out there now I'm hesitant to invest.

Gold Refiner's Logo by: Tom Price
Gold bullion bars and gold bars are produced by international refiners to make it convenient for gold investors to own gold bullion. By offering gold bullion bars in a variety of weights and sizes, ranging from one troy ounce to 400 troy ounces.
Gold bars bearing the "hallmark" (logo) of internationally recognized refiners are the easiest to sell. These refiners "assay" or test the metal for its purity or fineness.
Maybe a gold bug could chirp in with the name of the refiner. regards Tom
