The simple answer is made in Norway.

I had a quick look in a US brand name reference and found the name NORWAY was a brand name for FLATWARE made by ELLIMORE SILVER CO. INC.

So until we find evidence to contrary, the pin could be a souvenir piece made in Norway for the tourist industry.
