VOTS pin?

This pin belonged to my grandmother who passed away several years ago. I'm trying to find out its origins.

She helped build the USS Missouri in the NY boat yards in WII, but I'm not sure if this is military-based or not. Her husband was in a social fraternity back in the '30s, but agian, not sure if this is from that either.

Any ideas?? Thanks!
