Hi Chris thank you for writing in with the following hallmark question:

"HI WHAT DOES W.E MEAN ,

THIS IS EXACTLY THE MARKING ON MY 18ct GOLD POCKET WATCH , I WOULD BE A HAPPY MAN IF YOU CAN SOLVE THIS FOR ME "


I'm going to assume the 3 is not connected with the two initial marks.

Let's concentrate on the initials of W. E
If these two letters appear within an oval or square punch mark
then probably (without benefit of a photo) it is the maker's mark:

William Ehrhardt (Watch Cases & Works, Birmingham, UK) - ca 1880s - 1920s
