I inherited a 5 strand pearl necklace with the white 14k gold/pearl clasp marked CECIL in the same block letters. It was a gift to my mother from a well-to-do lady from the Phillipines. To hear it might be from Hong Kong rings true for me. This lady traveled extensively and LOVED jewelry.

Your Cecil mark is most likely from Cecil Arts Jewelry, Alexandra House Hong Kong. Pieces are only marked - Cecil and 14k or whatever the gold content is.
