Gold Antique Mourning Ring

Surface has IN MEM TOMMY ORIAM highlighted in black enamel around 2/3rds of space other 1/3 is mounted rectangular plate which is proud of the remainder is castellated edging and set with 5 seed pearls highlighted in black enamel. Inside band - rather worn has: W & M - 15 - 62 - (looks like) Chester hallmark (sideways) - (Old English) lower case s (sideways). Although I've searched for identification have not been successful. Can someone give more help and possible value please.
