On the Birmingham anchor, is it always horizontal but facing the same direction?

The U in the box is the date mark - we need to see this letter to ascertain the date. just knowing it is a U is not enough - sorry we can't be of any more assistance.

I have a gold bracelet with the initials S&P, 9 .375 horizontal anchor in a square box and a letter U also in a square. Would love to know its age

until I think the year 2000, the anchor was vertical for silver items and horizontal for gold, and following 2000 then it turned on its side for both silver and gold.
your locket sounds to me like a 9ct gold item hallmarked in birmingham. The letter Y indicates the date of marking, but it will depend on the font and the shield shape so I can't give you an accurate date unless I know that....
