Gold Top Walking Stick

I just purchased a gold top walking stick that was a presention piece from 3-24-15. above that it says:presented to A.E.V. by D of H.

on the side at the area where the gold top meets the stick itself there are 4 numbers and what looks to be a small equal length cross or like a plus sign:

6 0 4
I have serched all over it & there's nothing else. Please let me know what this may mean, & would you think "D of H" may mean Duke of H? or Dutchess of H?
