Is the Four Leaf Clover / Pearl Bracelet Vintage, or Costume Jewelry?

Hello,
Very recently my mother passed away, she had this bracelet in her jewelry box. She never wore it, and I believe it either belonged to her mother, Or her grandmother. I would like to know the era this was made (will help determine who may have owned it) and if there is value in the bracelet. I saw no other markings on the piece. The middle part is a heavier "metal" and the pearl strings are very light weight, almost "cheap" looking. Would like an opinion.

Also, if needed WHO would I contact on a local level? A jewelry store owner? A pawn or antique store owner or an auctioneer?
