Silver crossed topaz rifles on rubies with a K in a Star Pin

I have an odd piece that is very old but I can't find out exactly what it is.

It appears to be very solid silver, yet it hasn't tarnished

It is two rifles crossed with topaz stones on each handle of each rifle and then rubies all on the pin...

There is a five point star with a "K" in it
and there is what appears to be a pharoh like figure head

above that on the backside it is engraved with ORA in the middle.

can you please tell me more about it and approx how much it is worth?

on the back is a slot for a pin --- like it was a broach or attached to a ribbon like a medal, but the actual pin is missing.
