Please could you tell me what the hallmarks mean? | Rose Cut Diamond Brooch

I have a beautyful brooch with blue enamel. I believe I can see one hallmark as the eagle's head but I am not sure. What the other means I don't know.

I have tested the stones as a lot of little rose cut diamonds in a beautyful flower pattern I think set in silver.
Please could you tell me if I'am right?
